With the rapid development of urbanization in Jiangning District, Nanjing City, the number of motor vehicles has increased rapidly year by year. However, due to the limited number and slow growth of public parking spaces, especially on roads around main urban areas and old residential areas, citizens’ parking needs cannot be met. The phenomenon of difficult parking has become increasingly serious. The number of 110 calls for help due to random parking of motor vehicles and road jams has increased year by year. The innovations and reforms of vehicle moving is urgently needed 

In response to this police reform, as the first district and county-level traffic police brigade responsible for dealing with police services for vehicle moving in Jiangsu, the Traffic Police Brigade of Jiangning Public Security Sub-bureau has joined hands with Duolun Technology to develop a vehicle moving platform. With the help of the Intelligent Transportation Joint Research Office of Jiangning Public Security, our two parties have gathered the wisdom of our R&D team and experts of the police. Based on the comprehensive grasp of related information resources, we have screened, sorted out, analyzed, and judged the locations, time, and vehicles with great needs for moving vehicles, and finally completed the R&D and construction of the Situation Analysis Platform for Vehicle Moving and quickly put it into use, which aims to improve citizens’ travel quality through scientific and technological means.

The platform uses the intelligent analysis technology of big data and can accurately describes the temporal and spatial distributions of frequent needs for moving vehicles in the Jiangning region. It provides applications including police situation overview, multi-dimensional trend analysis, frequently-occurring location analysis, illegally-parking vehicles with high-frequency, frequently-occurring period analysis, duty assessment, and regular analysis reports to assist the police to precisely investigate and control. It can provide decision-making basis for the construction of parking lots and parking management policies in Jiangning District in the future, which will establish a new closed-loop urban parking management system.

The platform can precisely lock high-frequency illegally-parking vehicles. Data results show that the number of such vehicles has reached more than 10 in past 30 days. In the traffic control work, Jiangning Traffic Police will strengthen targeted education and guidance for such "illegally-parking nails" based on dynamic data.
